Subject: [KCUTS] RESOURCES: USA PATRIOT Act Responses

Hello Kootenaycuts,

Pasted below are some links on the US Patriot Act and it's impact on
free speech/privacy. Canada has passed similar legislation.

------------------------------------------------------------------
I believe as the growth of terrorism and of war spawned by terrorist
acts spreads to a widening number of areas of the world, this growth
of violent activities is accompanied by much more intense pressures to
limit access to published material and information sources that could
be used by terrorists or others for military actions or acts of
violence. This may lead to censorship and laws that permit
investigation of what "suspicious" people are reading or using in the
way of information sources. Constitutional principles of privacy and
freedom of information access and speech may be violated in this
process. This posting that arose as an answer to a question on another
discussion group provides links to sources that question these
outcomes of legislation in the United States known as the USA Patriot
Act. The message also has links to related sites that consider a range
of recent Federal Government acts that impact information as well as
sites that link to a variety of sources related to sources that have
to do with events and organizations that were involved in the
environment out of which the USA Patriot Act was created as a law.

This may not be what you had in mind regarding responses to the USA
PATRIOT Act, but these websites may be useful to you and others on this
discussion group. At the end I have provided a Google and Alltheweb
search strategy for state library associations as per the original
question. Here are some more general documents regarding the USA PATRIOT
Act and the implications for libraries and intellectual freedom.

Patriot Games
The USA PATRIOT Acts implications for advancement

Charitable solicitation has changed in many ways since the terrorist
attacks on the United States: Campuses voluntarily postponed phonathons,
revamped their calling lists, and altered scripts to reflect their
sensitivity to affected alumni and their responses to the tragedy.

These and other changes are likely to prove temporary, but the White House
and Congress have enacted a host of proposals that will permanently alter
regulations governing charitable solicitation in the United States. Many
education development officers have voiced concerns about a specific
last-minute provision added to the USA PATRIOT Act of 2001, an
anti-terrorism bill that President George W. Bush signed into law in
October. Although the new law may seem burdensome at first glance, it
actually has few implications for education fund raising.
